Помогите, подалуйста, разобраться в этом абзаце:

XXX was able to obtain information about the Russian system regarding the planning of the forest operations. This information was collected from local authorities and from interviews with actual lessees. The general operations plan is produced by the government’s forestry service. This plan is based on the data from the forest stands and calculates the total volume of Annual Allowable Cut (AAC) for every licence. It also indicates the areas that must be harvested to retrieve that volume. The lessees have the opportunity to modify this plan in order to adjust the reality of what volume is actually available in the forest. When harvesting that volume, the lessees must respect all the regulations in effect. All the volume harvested must be reported to the government’s forestry service.

Что же это за план/программа такая, в которой устанавливается годичная лесосека для каждого предприятия с лицензией? Если это Лесной кодекс, то он ведь разрабатывается Думой, а не таинственным "forestry service" (Рослесхоз?) И каким образом арендаторы могут вносить в него корректировки?!
