I agree, this is what I learned from my discussions with agency owners and project managers, too. They want someone they can count on - and this means reliability in terms of quality and deadlines, both. No agency will keep a "good" translator if the translator doesn't take deadlines seriously, or a "punctual" translator if he delivers subpar.

The answer for this question is unquestionable. There are many types of clients and agencies. Mediocre clients will always look at the price first and above all. This is the type of client we should run away from. Clients who only want low rates and don't care for quality or professional history, referrals, etc. are not clients. They are trash. This is the type of client we should run away from. Clients who only want low rates and don't care for quality or professional history, referrals, etc. are not clients. They are trash. Good clients usually apply a mixture of evaluating factors. They require some qualification, but not necessarily the best; some experience, but not necessarily 20 years; good price, but not necessarily peanuts; and referrals, but not necessarily 10; CAT tools may be preferrable, but not required; and many other factors somewhere between 8 and 800.
