Le 24 octobre 2013 un contrat de partenariat public-privé a été conclu entre « VNF » Voies Navigables de France etBAMéO. Une première en France qui constitue un élément majeur de la modernisation des infrastructures fluviales françaises.
BAMéO -société exclusivement dédiée à ce contrat- a pour actionnaires : VINCI Concessions, MéRIDIAMSociété spécialisée dans le financement de projets d’infrastructures et SHéMA–filiale d’EDF.
Le contrat consiste à remplacer les barrages manuels à aiguilles par des barrages à bouchures gonflables à l’eau totalement automatisés sur une partie de l’Aisne et la totalité de la Meuse française.
L’investissement initial est de 312 millions d’euros et la durée du contratde 30 ans, dont 5 ans de travaux. BAMéO a ainsi en charge la conception, le financement, la construction puis l’exploitation et la maintenance de 6 barrages sur l’Aisne et 25 barrages sur la Meuse.
La sécurisation du fonctionnement des barrages est le premier objectif de VNF.
La manipulation des barrages à aiguilles construits à la fin du 19ème siècle nécessitait l’intervention d’une équipe de 4 personnes durant près de 36 heures pour relever ou poser le millier d’aiguilles qui composent en moyenne un barrage. Une intervention physique et dangereuse pour les barragistes de VNF contraints d’intervenir par tous les temps.
Pour l’aider dans ses missions,BAMéO s’appuie sur les compétences de CORéBAM, un groupement d’entreprises VINCI pour la conception et la construction et sur SéMAO, filiale deSHéMA Groupe EDF pour l’exploitation et la maintenance.
Les travaux de construction des nouveaux barrages sont réalisés en deux phases durant les périodes de basses eaux de mars à octobre.
La technologie des barrages gonflables à l’eau inédite en France a déjà fait ses preuves en Allemagne, en Autriche, au Japon et aux Etats-Unis. La pression de l’eau à l’intérieur des membranes en élastomère varie en fonction du débit du cours d’eau afin de conserver un niveau d’eau constant en amont du barrage et assurer la navigabilité.
Après la mise en service, le nouveau barrage fonctionne en mode autonome, contrôlé depuis le local technique situé à proximité. Une supervision à distance est assurée par le personnel de SéMAO depuis le centre de commande à Lumes dans les Ardennes. Grâce à l’informatique les paramètres des différents ouvrages sont ajustables en temps réel, 24H/24, 7jours/7.
Les nouveaux barrages sont tous équipés de passes à poissons afin de rétablir la continuité écologique de l'Aisne et de la Meuse et permettre lalibre migration des poissons, second objectif du contrat de partenariat.
La production hydroélectrique, énergie renouvelable est le troisième objectif du contrat. 3 microcentrales de production d'hydroélectricité ont été construites sur la Meuse.Avec la centralerénovée de Revin elles génèrent une production voisine de 20 millions de KWh chaque année, soit la consommation électrique de 7 000 à 8 000 habitants.
Afin de compenser l’impact des ouvrages réalisés sur l’environnement, 40 hectares ont fait l’objet de travaux de restauration écologique et seront conservés et suivis par l’exploitant jusqu’en 2043.
Aujourd’hui le défi lancé en 2013 est en bonne voie. Avec ces nouveaux barrages automatisés, les niveaux de l’Aisne et de la Meuse seront régulés avec précision, en sécurité, avec la continuité piscicole et une production d’énergie renouvelable.

The October 24th of 2013 a contract of a public-private partnership concludes between « VNF » French waterway and BAMéO. A French first of major impact in the modernization of river infrastructures. The project's goal is to replace manual needle dams with new, water inflatable, automatic ones, partially on the Aisne River and on the total length of French Meuse River.
The initial investment is of 312 million Euros and with 30 years of duration, of which 5 years of construction. BAMéO is in charge of the conception, funding, construction and later use and maintenance of 6 dams on the Aisne River and 25 barrages on the Meuse River. The security of the operation of the dams is the first goal of VNF.
The handling of needle dams built end of the 19th century required the intervention of a 4 person team for more than 36 hrs in order to elevate or place thousands of needles which normally constitute an average needle dam. A physical and dangerous intervention for the VNF lock keepers forced to get involved at all times.
To help them in their missions, BAMéO relies on the CORéBAM proficiencies, a team of companies VINCI, for the conception and the construction on SéMAO, SHéMA’s affiliate of the French EDF group, for the exploitation and maintenance.
The construction of new dams accomplished in two phases during low water periods from March to October. The technology of water inflatable dams new in France has already shown to work in Germany, Austria, Japan and The US. The pressure inside of elastomeric membranes weirs varies in function of the water flow, conserving the stable water level upstream to the dam and maintaing navigability. After the new system is implemented, the new dam operates in the autonomous mode, controlled from the nearby machine room. Remote monitoring is provided by the SéMAO staff from a command centre in Lumes, the Ardennes mountain region. Based on the software the parameters of different constructions are adjustable in real-time, 24hrs a day, each day. The new dams are all equipped with fish passage facilities to ensure ecologic continuity in Aisne and Meuse rivers and permit free fish migration, the second object of the partnership. The hydroelectric production, renewable energy is the third object of the contract. 3 micro centers of hydroelectric production were built on the Mose River. With the renewed centre of Revin, they allow production of up to 20 millions of kilowatts per year or the electric consumption of 7000 to 8000 residents. To compensate for their environmental impact, 40 hectares of land are subject to ecologic reconstruction and will be conserved and followed by the administrator until 2043.
Today the challenge started in 2013 is going well. With new automatic barrages, the levels of Aisne and Meuse are regulated with precision, safety, fish flow continuity and the production of renewable energy.

I'm a native polish speaker, I speak 4 other languages-spanish(with the chilean variation of course as I currently live in Chile), french-university level as I studied french and I lived 7 years in France,english which I speak and write really well - I worked as an account manager in Manchester in the UK and German-I worked in germany too.
Previously I worked in the area of freight forwarding and transport but since my second child is born I have decided to work from home as a freelance translator and never stopped ever since.
