Portuguese to English Other Mining & Minerals / Gems Health & Safety Guidelines

This is another clumsy sentence (I think) and reads:
"Procedimentos documentados devem ser implementados e mantidos para as atividades em que a ausência destes procedimentos possa acarretar algum desvio em relação ao atendimento dos requisitos legais, da Política de S&S ou dos objetivos e metas de S&S."

I have put:
"Documented procedures must be implemented and maintained for the activities in which the absence of these procedures might cause a discrepancy/loss? in relation to the compliance of the legal requirements of S&S Policy or of its objectives and targets."

Is there room for improvement? I think so...and would appreciate some suggestions.
