"Procurado pela Pública, o prefeito Bruno Almeida não se pronunciou sobre o convênio." With no mention of Pública I shall withdraw my answer due to the arenque vermelho in the source text.
I can definitely see a distinction between his not commenting because he didn't want to comment versus his not commenting because he had no thought to offer... but neither of these distinctions is relevant, so that's why I'm wondering what the distinction is you are suggesting.
