A friend of mine who is a lawyer explained this to me. Every city in Brazil is divided into a certain number of judicial districts, usually called varas which are numbered 1, 2, 3, etc. Within these judicial districts are cartórios and they are identified by ofício but in reality it means the same thing as vara.
In English I don't really think you need to add the "mesma comarca" as it is the same thing but maybe this would work:
Notary Public's Office / Register's Office of the 2nd judicial district of the same venue.
