I did a bit of gsearching and "Bouclage des réseaux d’ECS" indeed tends to emerge as a pretty convincing candidate. What with heat pumps and stuff, which have to have an outside element, maybe this has something to do with that? A rain guard over the outside fan unit? Something like that? Just a guess.
Before Daryo (for example) bites my head off, yes, I realise a heat pump would be pumping "EC" but not "ECS"!

this "pied de bouclage" looks to me like some kind of "device used to keep in place" this "barrette d’angle" - that being some kind of short bar that is either angled or meant to be placed at "the angle" of s.t. IOW this "bouclage" would be some kind of ring that holds this "barrette" in position.
It would really help to have a detailed description of the defect this "barrette d’angle" is supposed to fix.

Barrette d'angle is angle bar/iron, and 'bouclage' can mean the same as 'blocage', so a base that locks it in place?
