Additional Costs of Bad Inventory Control
Additional purchasing expense ordering replacement material and “fighting fires”
Additional warehousing expense looking for missing material and processing additional stock receipts
Costs associated with not having material available to meet customers’ needs
Во множественном числе, да еще и в кавычках. К чему бы это? «Пожаротушение» вроде не очень вписывается по смыслу. А если даже переносный смысл, то о чем речь?

согласен и с предыдущими ответами, но вот ещё вариант и толкование...
firefighting /n./
1. What sysadmins have to do to correct sudden operational problems. An opposite of hacking. "...a power glitch hosed the network and I spent the whole afternoon fighting fires."
2. The act of throwing lots of manpower and late nights at a project, esp. to get it out before deadline.
...the term `firefighting' connotes that the effort is going into chasing bugs rather than adding features.

It’s all about Planning... not putting out fires
"Crisis Management – focuses on fighting fires by fixing something in a reactive way when something breaks."
