Я бы сказала, что при таком положении крана пиво получается пенистым. Если весь текст слегка технический, м.быть можно сказать "вспенивающий эффект", поскольку “creaming” и “frothing” это одно и то же. Тогда получится "такое положение крана дает или производит вспенивающий эффект".
"Называется вспенивающим действием крана" мне как-то не очень, смешно, по-моему.
