as opposed to getting the heat from a very large (public) power plant/heating central, you get it from your own heating system with boilers big enough to heat up big areas like factories or apartment blocks.
I'm not susre the English term is correct, but maybe you can get an idea.

yes, that is why is added heating plan to use instead of boiler room, and I see that you now have used that answer.
