An executive order is a specific document from a ministry, in this case the Ministry of Education.

With something as official as public examinations, there can really only be one set of regulations, so in some contexts you could certainly just write 'examination regulations'.

If the target group are likely to make serious efforts to find and read the regulations, you do need to give the official title in full somewhere in the text, maybe as a note.
If you are just reassuring them that official regulations exist and will be followed, then 'examination regulations' would be fine.
