but your ST is not about "approval being derived from the content of some documents" as it may seem to someone not paying attention to the whole sentence ...
Also, the way you asked the question is misleading; this not one "unit of meaning", but fractions of two terms, i.e. the "from" refers to "to deviate" so if you leave it out, the question sounds strange and the answers could be even stranger.
the question should be the whole of:
shall not deviate without prior APPROVAL
--- (a) from the CONTRACT
--- (b) from APPROVED documents
abbreviate form for:
shall not deviate without prior APPROVAL from the CONTRACT
and
shall not deviate without prior APPROVAL from APPROVED documents
