In accordance with its emergency plan, the Fukushima Prefectural Government began monitoring evacuees as of 12 March, using an operational intervention level (OIL) of 13 000 counts/min that was established for personal decontamination prior to the accident.

Operational Intervention Level (OIL): The value of an environmental measurement at which a specific protective action or remedial action is taken in an emergency exposure or a chronic exposure situation.

Please confirm my understanding: It means that officials decided to take protective measures when according to the measurements, the amount of radiation reaches 13 000 counts/min.

operational = action intervention level implying an action: the people are decontaminated when their measured radiation level is over 13000 counts/min
Your definition specifically mentions "protective action or remedial action", this has nothing to do with the operational state of the nuclear plant

@Dear Jack and others What does "operational" exactly mean here? Does it mean that these protective measures are taken based on the conditions pertinent to nuclear power plant's operation? By operation, I mean when NPP is workings, producing electricity.
