Let me re-write it: "controlled substance" is a term used by the FDA.
It appears that within this category were all drugs used to treat ADD-- until now, according to your text. The headline mentions a new drug that will not be FDA-controlled.

: I beg to differ. Non-controlled drugs often need a prescription, only that in the prescription we don't write the DEA number (as required instead for controlled substances). Examples of non-controlled but *prescribed* drugs are antibiotics & cardiac meds
