The first day of the strike saw 65 per cent of SNCF railway workers mobilised and mobilisation continued at a higher level during the following days (30 per cent).
In the above phrase I cannot see any logic between the first part "The first day of the strike saw 65 per cent of SNCF railway workers mobilised " and the second? where "mobilisation continued at a higher level during the following days (30 per cent)".
How can 30 be higher than 65?
The situation refers to France, 13 November 2007.
The workers could be mobilised by the union to participate in the strike, or vice versa, they could be forcefully obliged by authorities to continue work...

La mobilisation concernait les employés adhérents à l'un ou l'autres des syndicats représentés.
Rien a voir avec les autorités obligeant les employés à travailler "contre" la grève" ce qui s'appelle le service minimum et qui est entrain de se mettre en place mais n'est pas encore tout à fait fait.

The text could read as follows:
The first day 65% of the SNCF employees were mobilised with an additional 30% over the next few days.
The mobilisation concerned employees registered with one or the other of the union represented.
It has nothing to do with the authorities obliging employees to work against the strike. This is not lazful in france. there is a scheme being developped by the goverment to impose a "minimum service" by which some employees would be demanded to work to ensure a "minimum service", the SNCF being the company that owns the railways and some bus services in France, hence avoiding the millions of people not being able to go work work because of the strike.

This is so ambiguous that it would be hard to hazard a guess with any confidence. I'd refer this to the author for clarification, as any guess has at least a 50% chance of being totally wrong.
NewCal's answer COULD be right, but on the other hand there are also other possibilities - one of them being an accidental transposition of the figures, or some other typo. Definitely worth asking the author, imo.

: I agree. There's no way to know whether the sentence means the final number was 65%*1.3 or 95% (though presumably if the number were 95% the emphasis would be a near full participation).
