does 'aging' work here?

He predicted that the rising national cement demand per year is 8%. While this year, the demand is expected to reach 33 million tons. “The production capacity of national cement currently reaches 44 million tons, and it cannot be optimized anymore as there are a lot of plants that have been aging.”

becoming obsolete

I would propose "becoming obsolete" instead of "ageing"

agree Robert Donahue (X) : See my answer. You're absolutely right Kirill. It's not a typical collocation and it usually applies to power plants when it is used. That said, you can use it : ) I still think yours fits better.

I see. Well, I can't argue with native speakers but "aging plant" does not sound usual to me ;-)

I can't say that it's common, but you can say it. Heck, Jack Welch (Former CEO of General Electric) said it! This guy even wrote a book!

If you're married to the term, feel free. Otherwise try another variant. "Becoming obsolete" was suggested and that works just fine.
Nuclear power plants around the world are aging.
-----------------------
All nuclear power plants are aging and will have to be decommissioned when their lifetime is expended. Techniques for decommissioning are not well in hand, and long term storage of decommissioned plants and materials will be required.

But during the energy squeeze, power managers are relying much more frequently on a network of several hundred fossil fuel generating stations in periods of heavy demand.

Many of these plants are aging and rank among the biggest single polluters in the state.

Among them are plants in Southern California that have been operating under relaxed controls for the past seven years.

aging

Yes, "aging" is OK, but not with "becoming" - it is bad style, "becoming obsolete" would be better.

There are a few improvments to your paragraph which could be made - my suggestions:

He predicted that the national cement demand is rising at the rate of 8% per year, and this year it is expected to reach 33 million tons. “The national production capacity for cement is currently approaching 44 million tons, but it cannot be optimized anymore since there are a lot of aging plants.”
Peer comment(s):

neutral Robert Donahue (X) : "...national demand for cement will rise at a rate of 8 percent..." "optimized" sounds stilted. What's so wrong with "increased'?

A big difference: it can be increased - build more plants - but it can't be optimized any more - the production of the existing plants cannot be improved
