is it acceptable that 'the law gives permission' as implied in this translation below?

“The relinquishment of assets or share swap can occur without permission from the law and the house of representatives. Thus we are warning state minister of state enterprises. If Semen Tonasa and Semen Padang are to return to the government while new cement plants are built with a capacity of three tons a year, it does not mean anything then. SG must control cement market share in Java,” he said. (Bisnis, March 16, 2005).
