'Footing' if the actual base or foundation of the pier is referred to, but I don't think that would the case here.

centre base

The context suggests a V-shaped support of the bridge whereas the (lower) tip of the V is resting on a base hence making for an impressive view of (entrance to) the landscape.
I do not get the impression that water at the base is involved but rather landscaping.
