As Phil has suggested, this can be rendered in a number of ways. The idea is that the individual has produced her exam results, copies of certificates, qualifications, diplomas etc., and successfully defended her thesis in medicine, and can now be awarded the title of M.D. (From the "en vue de", I'm supposing here that what follows announces that she had been successful in obtaining the title of M.D.).

And there are many possible translations: considering, having seen, pursuant to...
I assume "titres initiaux" are certificates from previous degrees.
