transfer passengers counted once

counted once.

A perennial issue regarding transit "ridership" is how it should be counted. Alternatives-analysis models generally give outputs in terms of "linked trips" – that is, the number of "end-to-end" trips made by transit, ignoring the number of transfers en route. The transit industry once reported "revenue passengers" – the number of fare-paying passengers (and, typically, the number of "transfer passengers"). Today, transit operators report "boardings" – the number of passengers who board a vehicle.

Bus changers on journeys with one end destination are only counted once.
for the purposes of the survey passengers who break their journeys to their destination are considered to have only made one journey.

: don't see any reason to believe they're referring to bus trips
