Por conseqüência, a divisão de poderes entre o legislativo e o executivo, isto é, os políticos e a administração, depende das tradições de cada administração local e de suas personalidades, bem como do tamanho da administração local e a quantidade de tarefas. Porém existe uma tendência de separar o poder executivo do poder legislativo, de aumentar a responsabilidade do director executivo, e de fortalecer seu papel.
·este processo foi facilitado pela decisão, de 1995, da Associação das Administrações Locais da Letónia (AALL), uma organização política, na qual o fortalecimento do papel do director executivo está previsto como uma diretriz do desenvolvimento das administrações locais. Isto se refletiu gradualmente na legislação, e também na prática. Neste processo foi muito importante a fundação e o início das actividades, em 1997, da Associação dos Directores Executivos das Administrações Locais da Letónia (ADEALL). Conseguiu-se dar aos os políticos maior confiança nos directores executivos, pois estes se tornaram mais profissionais, melhor informados e mais capacitados.
