Имеются в виду не старообрядцы, а противники реформ в православии в 1920-х годах. Их противники назывались "обновленцами" (innovationists).

1. OLD BELIEVERS are СТАРОВЕРЫ или СТАРООБРЯДЦЫ
The Old Believers (старове́ры or старообря́дцы) are a schismatic group of the Russian Orthodox Church.

2. СТАРООБРЯДЦЫ and СТАРОЦЕРКОВНИКИ are different communities
Административным отделом губисполкома Алтайской губернии в ноябре 1923 года были зарегистрированы 523 религиозные общины. ... There is strong evidence that

is Old Churchmen / Tikhonites / Josephites
1920s & 1930s to the present
(as Natalia and Vladimir also say)

and старообрядцы is Old Believers (Old Ritualists)
1700s to the present.

They are not the same.

Like Anna, my initial reaction was that the precise term in this question was the Old Believers (originating mid 17th century). I have also studied them :-) However further research make me doubt that староцерковники is this group (the Old Believers or Old Ritualists) - making the Tikhonites a likely candidate, as suggested by Natalia.

The \'Josephites\' were definitely a group of \'Tikhonites\', and we are told here that the \'Old Churchmen\' came to be called Josephites.
