This is talking about security on a loan, whereby the lender takes a legal charge over an asset which they can realise (i.e. sell) in the event that the borrower defaults.

First-ranking = there are no other legal charges (claims of a right to the asset as security) which take legal precedence over the charge in question

Uncontested = there are/have been no attempts to contest the validity or ranking of the legal charge in question
