The idea is that managers must "sell" their employees on the idea that their work is meaningful. The text itself rephrases it right below.

I love the idea of leaders being “entrepreneurs of meaning.” When an organization’s employees find meaning in their jobs, they can’t help but perform at higher levels ... Helping employees to find that meaning is exciting.

a manager who starts or organizes a group of people, by interpreting goal and intent

According to the provided link, the manager has to do everything, from social architects, constitution writers, and entrepreneurs of meaning. This means that managers should build the social group (social architects), create and enforce laws within the group (constitution writers), and at the same time organize group of people by telling his subordinates the goal and intent to raise their awareness of the their jobs (enterpreneur of meaning). If employees find a meaning in their jobs, they would perform at higher levels than employees who see their job meaningless and boring that their meaningless tasks serve only as a way to earn money. This won't be exciting for people without meaning in their tasks and no intention of improving themselves compared to workers who find meanings in their jobs.

social architects at work

Those which are able to hold the group together, keep stable, cheerful, encouraging the group TO WORK AS A TEAM simply by applying continual constitutional type of pressure rather than any kind of individual treatment of employees. It is very likely that within such structure the employees would start to take part in management themselves and the principle of democracy would comes into effect.
