Perhaps simply: the error of the impious who says/claims/represents the opinion that we came out of nothingness etc. and later Solomon speaks "not in his own person", i.e. not making the statement for himself, but speaking as someone who is ungodly would speak.

I believe "impious" here= the non-pious people

so, "in whose person" refers to these people

and I agree with Thar since it is very similar to what i said already

who is the personification

In other words impiety is personified by what is said, the example that is given.
