reporting to authorities

This material contains no ingredients requiring disclosure (the reporting of the ingredients to the appropriate official authorities) under regulatory hazard criteria for this jurisdiction.

Or to put it another way.

You do not have to disclose (report) the ingredients in this material because it does not contains any ingredients that you are required to report under regulatory hazard criteria for this jurisdiction.

Labeled or reported

In that 'disclosure' means' to make known', the statement means that there is nothing (ingredients) in the material that must be labeled or reported on (to comply with regiona (jurisdiction)l hazard criteria.
Peer comment(s):

agree Tina Vonhof (X) : Yes, could also refer to labeled.

Thank you, Tina. It's unclear whether this statement refers to the authorities or the public via labeling (not needing to do so in this case).
