The reactor had to be depressurized to enable coolant injection by low-pressure injection systems, such as the make-up water condensate and residual heat removal.

water injected to a leaking hot circuit - make-up water is added to compensate the leaks in the circuit
- it is boiled because the core is hot
- the leaks of the circuit produce steam from this water
- steam inside the confinement building condensates along the walls in contact with outside air (the building is more or less intact at this time, and thus relatively tight)

So the buidling is full of "condensates", that can be usefully recycled (they are already radioactive) to be injected at low pressure
One may note though that as the circuit injected is the same and leaking, the process will be repeated

make-up means: water is filled up again when the level is decreasing

@EdithK I read that article, however, I can't yet figure out the relationship between these words. Make-up water condesate is a system to supply water. Up to now, this is OK. And, I guess that water condensate means that this water is made as the result of condensation. In other words, it is the product of condensation. Do you agree with his? However, I can't yet figure out what make-up means here.
