I think 'it' should refer to the borers (not the technology, but perhaps as that's closest, the maker of the transcript was tempted to use the singular). So as the borers cut (or the borer cuts), i.e. the ore is penetrated deeper and deeper, ore grade analysis is performed.

Potash Mines have the technology to run their Borers automatically.
Though constantly changing (improving?) technology keeps outdating their systems.
