Disabling fire is specifically intended to make it impossible for a ship, for example, to continue moving.

"Disabling fire:
(Department of Defense) The firing of ordnance by ships or aircraft at the steering or propulsion system of a vessel. The intent is to disable with minimum injury to personnel or damage to vessel."

which pin the enemy down and make it impossible for him to attack or take otherwise action. In other words, such heavy firing of arms is disabling the enemy.

neutral DGK T-I : my understanding is that that is 'suppression/suppressive fire', while disabling fire (causes damage which) stops a land/sea target manoeuvring (as the jargon happens to be,although Swiss's conclusion was entirely logical :-)
