Incontinence may mean:
1 - you actually cannot hold your water, and you wet yourself (actual loss of urine), or
2 - you feel the urge to pee or feel that you're just about to wet yourself (threatened loss).

Urinary incontinence is not a disease, but a condition that is secondary to various other conditions or diseases.

There may be some actual uncontrolled leak of urine, the risk of leaked urine may be there, or the urge to urinate may persist.

It means you may actually urinate or have an accident on yourself
or just feel a real urge to go and then, when you actually "go", there isn't a lot of liquid in comparison with your urge.
sometimes that can mean there is some kind of infection of the urinary tract, kidney or bladder.
When you lose urine when you sneeze or cough, if your a woman, it could be caused by your uterus placing pressure on your bladder which creates the urgent feeling and because it puts so much pressure on the bladder muscles, you can loose urine.
They correct that through surgery.
