raising or backing up in the pipes

compressor for air conditioning applications

"Oil control system that controls the refrigerant oil volume to prevent it from raising or backing up in the pipes"

...raising = becoming excessive?
...backing up = backflow?

rising or queuing in the pipes

'Raising' should be 'rising' (a very common error in English usage) -- i.e. increasing in level or height.

'Backing up in the pipes' is the opposite of flowing freely (like what happens when your drain is plugged; the water backs up in the sink). 'Queuing' is not normal usage for this IMO, but I needed a quasi-synonym.

Overall, the control system prevents the refrigerant fluid (probably not an oil, but that's a different question) from rising to an excessive level or extending too far back from where it should be.
