Explanation
Question: Does it mean sawn structural timber frame?
In the US, wood-frame houses are built with standard sized lumber (US term) or timber (BE term). The studs are the vertical members dividing rooms and forming the outside frame of the house. The standard dimensions are 2x4 (2 inches by 4 inches), 2x6, 2x8, etc. There are also standard heights for rooms - usually 8 feet, I think. Structural timber in framing sizes means wood that is cut to these standard dimensions.

timber's size is suitable to use it to construct frames
During building construction, frames are made to support the structure (such as roof) before the structure is strong enough to hold its weight. "sawn structural timber in framing sizes" indicates that the timber's size is suitable to use it to construct frames.

No, please see explanation below...
No, it doesn't mean 'a frame', but simply 'timber in sizes suitable for use in making frameworks (for houses)'
'sawn' means rough, just as it is cut up by the saw, not smooth [= planed]
'structural' means timber of a suitable type/quality/strength for making structural parts of buildings
'framing sizes' means the more-or-less standard dimensions sommonly used for making building frameworks --- as other answerers have said, 2 x 4 inches, and so on...
