Hello everyone

While Article 18 stipulates that the financial plan of the Centre is approved by the Head of the Centre together with the Ombudsman, there are no further provisions on, for example, whether any other institution or authority can interfere with such plan or whether such plan must be met by the Administration. Therefore there appears to be a rather large scope of potential influence of the executive over the budget, which gives similar concerns in terms of the functional independence of the Centre as those in respect of the Ombudsman described above.

Does the phrase "whether such plan must be met by the Administration" mean "whether such plan must be followed by the Administration", or does it mean "whether such plan must be funded by the Administration"?

My initial thought was that 'meet' meant 'follow' but having reread the passage I doubt it.

I would use the word "comply" because the plan may set out the minimum that must be achieved, rather than the absolute. There would be nothing wrong with exceeding the plan.

Incidentally, your text seems a bit light on indefinite articles:
"whether any other institution or authority can interfere with such **a**plan or whether such **a**plan..."

In other words, there are no provisions specifying whether the Administration must follow and finance the plan or not.

This is a financial plan, therefore both interpretations (follow and fund) are valid.

obey / adhere to the plan

I think it is the former meaning, which does make perfect sense in the context as you've given it. The financial plan exists, but is there any obligation for the Administration to actually stick to it?

I don't believe it could have your second suggested meaning here, since 'to meet' in that sort of sense is almost invariably only used with terms like 'needs', 'criteria', 'requirements' etc. — it's harder to see how one could 'meet a plan' in this sort of sense; a plan is something you follow... if it were to say, for example, 'meet the funding requirements of the plan', then the situation would be rather different. But 'meet' on its own doesn't necessarily imply any issue of funding.
