The Guardian (26 February 1996) published a Ministry of Defence memo which discussed the best tactics for releasing news of the MoD's decision to maintain its ban on homosexuals serving in the armed forces. The memo read: "An in-depth one-to-one briefing on a background basis for the selected journalist for a feature-type piece to appear on the day of publication. Despite (or because of) its generally editorial hostile stance, such a piece, emphasising the depth and breath etc of the report would probably have most effect in "The Guardian"."
