What does it mean please ?

It appears to me the writer mistakenly typed in "counts as three" twice.

Each device is the equivalent of three.

should be considered equal to three

The repetition looks like a simple mistake, so I think the sentence should read:

Each P4000 device counts as three monitored devices under XXX, therefore XXX can only support a maximum of approximately 150 P4000 devices.

So apparently XXX can support ~450 monitored devices, but since the P4000 counts as three, it can only support ~150 P4000 devices.
