I think "and" was interjected between "provide" and "a hand up" by mistake.
The sentence should read as follows:
...and provide a hand up to families in need.

: Must be that, but seems to be a bit of a mixed metaphor - "provide a hand out" or "provide a leg up" I've heard of, but a hand up?
