This use of "operator" is strange to me!

so, the Spin Sports review

is talking about one of the CityViews Group of companies, a subsidiary (=an offshoot) "of the more established Spin Casino brand" that is responsible for running the sports betting

So, Spin Casino brand is part of the CityViews Group (of companies), and it is a well established brand and that one of its "ofshoots" or subsidiaries is operating the sports betting part very successfully ("that sets it apart from the countless other betting sites...")
