I'm fairly certain this is about England not Hong Kong.
It's in a video about a school with autistic as well as normal pupils.
This S7 *may* have something to do with the Surrey S7 Consortium of colleges (not very clear what they actually do) and may be about some beginner teachers in visiting, exchange, practice or similar; not clear what their role was supposed to be, but they are shown as relatively inexperienced on autistic people's specific needs.
