English term

Payments to an intermediary may never be made in cash.

English Law/Patents Business/Commerce (general)
• Payments made to an intermediary can be considered bribes. If an intermediary promises to have special connections and requires a high fee for his services and he bribes an official in order to secure business for you, that bribe can be imputed to you. Molex's policy is to run a thorough background check on all intermediaries and have the Division Vice President of Finance sign off on any payments to the intermediary. Payments to an intermediary may never be made in cash.

Please can you advise if it means "Payments to an intermediary may not be made in cash but in gift...."

If the payments be made by checks or bank transfers, then payments can be easily tracked, it's transparent, thus not easy to give bribe; if in cash, may be treated as a bribe in many cases.

Yes. ("May" in the sense of "possible", not in the sense of granting or withholding permission)

It is possible that such payment may be in other forms: goods, services, political influence etc.

NO

This must only be related to the fact that cash payments are hard, often impossible, to control, and consitute a means of offering bribes.
