What does "Administrative" mean here? Thank you in advance!

Context:
The new Museum Garden and its smaller Gallery and Administrative Gardens will not be landscaped based on traditional and conventional approaches.

Presumably a separate garden for the gallery and administrative offices of the museum.

I don't see what else it could be. I must say "Administrative gardens" sounds odd to me, as gardens cannot administer anything.

Thank you. True. But I would refer to the administration building, not the administrative building.
