Usually refers to movie theatres, but also to performing theatres as well.
Means they would put the emphasis on experiments, new ideas and methods, as opposed to commercialism.

cinema/performance arts centre

Cinema/performance arts centre, usually run by artists as a co-operative. These are to ordinary cinemas what "gourmet restuarants" are to fast food outlets :-) They would typically be very selective in what to screen, and support local artists by providing their space for other performances... See an example of one such arthouse theatre in Christchurch:
