summons/broadcasting
'Oproep' is a call for action i.e. call a group together, ask someone to to do something (summons, notice). 'Omroep' is more an announcement or broadcasting.
Technically, i.e. in the telephone system, both will require the same action, I guess. You call something over the intercom.
