Als de context geen duidelijkheid geeft over hoe vrij je deze uitdrukking kunt opvatten, lijkt mij een letterlijke vertaling wel verantwoord.

agree Textpertise : Agree this is the meaning but since the author of the original passage used quotation marks, my preference is for Jack's answer - but within quotation marks. However, if asker selects your answer it will also be correct.
