This is certainly IRB talk...
It has already been translated in the The Medical Research Involving Human Subjects Act (WMO) as "facilitative institution"

Comment: "Thank you to all of you who helped me with this. I had to go with 'Facilitative' on the basis of the website referred to in this answer which had Dutch law on clinical trials in both languages and used 'facilitative', though I might have chosen 'facilitating' in a non-legal text."

facilitative institution
It seems to me a good translation.
Van Dale gives for Facilitair bederijf: general and technical services company.
Maybe you can use this in the context??

Bryan Crumpler
: I'd say the same, but not in the context of a 'facilitair bedrijf'. That would be like a 3rd party outsourcer or mediator of some sort for technical services that a company doesn't have inhouse or a company that acts as a liaison of sorts

facilitator
Facilitator might be appropriate. Unfortunately, without more specific context (e.g. a key sentence that describes the role of the 'facilitaire instelling') it is difficult to tell.
-> "The clinical trials office will deal directly with pharmaceutical companies, answer their questions, address their concerns, and generally become their facilitator in instituting clinical trials at Jefferson."

If the term is defined in the document itself, you are essentially free (within reason!) to choose any term that is clear to the intended readership (presumably the lawyers and/or managers of the parties to the clinical trial agreement). Something along the lines of \'clinical trial centre\', \'clinical trial institute\', \'clinical trial facilitator\', etc., etc. should be fine.
