This term is used in the revised IKB regulations for pig farms (IKB being the Dutch quality assurance system in this area). Only googles you get take you to these very regulations! I don’t get what the difference between schurftvrij and schurftarm is. If you interpret schurftarm as something like ’having a low incidence of mange’, the farmer would still have to use some sort of treatment to stop it getting any worse, surely? Or perhaps minor cases of mange are insignificant?
De ondernemer maakt voor zijn bedrijf een vast behandelplan om schurft te bestrijden. Er wordt een keuze gemaakt uit de volgende drie mogelijkheden:
- Het bedrijf voert het “schurftvrij protocol” uit. Werkwijze volgens de voorschriften van de Gezondheidsdienst voor Dieren.
- Het bedrijf is “schurftarm”, de varkenshouder kan dit aantonen, waardoor een standaard schurftbehandeling niet nodig is.
- Het bedrijf is “niet schurftvrij”, de dieren worden behandeld tegen schurft.

Comment: "Thanks for confirming my own suggestion, though I'm afraid your search results were too general to be any use, even after adding in "pigs" (and excluding "guinea"!!). I actually found more relevant support for the phrase "low prevalence" in conjunction with mange or animal diseases in general. Incidentally, mange is the more common term than scabies in a pig context, e.g. http://www.thepigsite.com/PigHealth/article.asp?ArticleID=632
