At least it's just one concept, as the source. (1) However, I still believe mobility has the same broad and 'unspecified' meaning as doorstroom (2)
Wat punt (1) betreft, als je net als in de source één woord kunt gebruiken dan is dat natuurlijk mooi, dit is echter niet altijd mogelijk.
Wat punt (2) betreft if mobility does in fact capture it all, then fine.
However, I am not convinced and it doesn't harm to provide a measure of clarity.
Kan het dan zo zijn dat JIJ een verkeerd begrip hebt van tweetaligheid? Meertaligen maken dikwijls fouten in woordkeuze maar grammaticaal meestal niet. Zo ken ik een tweetalige die nog steevast het over een "magnowave" heeft maar grammaticaal maakt hij bijna geen fouten! Kennelijk valt het mensen op dat je op deze site nog al eens wat grammaticale fouten maakt...
Mij maakt het niet uit of je ééntalig, tweetalig of bi-tween lingual bent maar als mensen dat (om de paar maanden) in twijfel trekken, wat is dan het (positieve) nut om dat op je CV te zetten? Schept wellicht verkeerde verwachtingen, wat zou je keuze zijn: een ééntalige vertaler die grammaticaal correct levert of een tweetalige die...?
(Overigens heb ik ook niet mijn hele leven in NL gewoond... en is NLs eigenlijk niet mijn MT...)

Het is wel meer gericht op interne mobility (http://careermobility.citigroup.com/Mobility/Mobility/Mobili... maar het begrip dekt ook transfers naar verwante bedrijven in de sector en verdere carrièremoves.
En dat heeft doorstroom nu juist ook in zich. Je denkt in de eerste plaats aan interne doorstroom, zeker in dat rijtje in-door-uitstroom. Maar dat externe aspect, dat kan er ook bij komen te kijken.

'mobility' binnen een sector lijkt mij wel heel erg vaag.
Voor mij is dus geen kwestie van eerst beperken en dan verruimen, maar zijn het eerder twee verschillende begrippen, d.w.z. mobility vs job-to-job flow or turnover.
Ten tweede is doorstroom helemaal niet vaag, alleen breed.
Dus ik kan mijn beurt zeggen waarom geef je niet zo goed mogelijk aan wat 'doorstroom binnen de sector' betekent.
Dan zeg ik 'internal mobility' lijkt me een goede optie voor geschuif binnen een organisatie - omlaag, opzij of omhoog.
En job-to-job flow / turnover lijkt me een goede term voor geschuif tussen organisaties binnen de sector (omlaag, opzij of omhoog).
Mobility can be pretty much anything. Sounds perfect to me.
Bovendien heb je dan ook drie concepten en niet vier, wat veel beter aansluit op het origineel.
Given is: in-, door- en uitstroom van personeel in een bepaalde sector
een sector is een economische sector, bv. de dienstensector.
Then I would suggest (word choice is Kitty's) translate this as:
sector recruitment, internal mobility & job-to-job flow, and departures
sector recruitment, internal mobility & turnover, and departures
If not (unlikely), then there is a problem because people may also voluntarily leave an organisation.
(turnover = the rate at which people leave an organisation/organisations and are replaced by others.)
In my opinion it is not possible or desirable to capture 'doorstroom' in one word.
I would suggest, as I mentioned before:
doorstroom (within a sector, see question) = internal mobility & job-to-job flow/turnover

is correct, in this context. Please also note that by ‘context’ I actually mean: the tiny bit of context Emma gave us, which she seems unlikely to add much to.
However, it might be that, although we are talking about ‘personeel in een bepaalde sector’, we are actually referring to employees in specific companies (meaning, #2 might well apply), in turn, in a specific industry. No one knows though. We're all just guessing without more context.

My father was Dutch and my mother is American. I spent the first 6 years or so of my life in California, speaking English at home. We then moved to the Netherlands, where my mother and father decided to switch to speaking Dutch at school, so it would be easier for my brother and I to integrate in society. Less than a year after we arrived in the Netherlands, my brother and I spoke very good Dutch, both at school and at home. However, a number of years later (I can’t remember how many exactly), we moved to Spain, where we started attending a British school. We therefore all switched back to using English at home. After a while (5 years?), we went back to the Netherlands, where I went to a Dutch school again (the Haarlemmeermeerlyceum in Hoofddorp). Although most people couldn’t tell that I actually spoke English at home, some people could hear a trace of an accent. Etc., etc., etc. The story goes on and on like this, but I don’t want to bore people. Suffice it to say that I am bilingual.

Je hoeft er helemaal geen of/of situatie van te maken.
Volgens de opgegeven informatie is het en/en.
Een mogelijke vertaling zou dan zijn:
instroom, doorstroom en uitstroom
recruitment, internal mobility/job-to-job flow and departures
Als je het als antwoord opgeeft, stem ik in.
Ik vind 'internal mobility' een mooie, en ook beter dan 'promotion'; je hebt namelijk ook 'laterale verplaatsing' binnen een bedrijf.
'job-to-job flow' vind ik ook een mooie.
Dat zou dan betekenen twee zielen één gedachte (echter niet vijf minuten werk, negen maanden wachten, voor de duidelijkheid) :-)
instroom: de sector in (recruitment)
uitstroom: de sector uit (departures)
het probleem zit hem in 'doorstroom'
'doorstroom' is altijd binnen de sector maar:
kan 'doorstroom' binnen een bedrijf binnen de sector zijn - promotion bv.
of
'doorstroom' naar een ander bedrijf binnen de sector zijn - transfer bv.
