I am a little confused with 'aanleg' in this job description. So far my translation reads:
'Technical education followed by technical aptitude or interest, or other evidence of same.'

But I wonder if means, rather, that the person must have worked in a technical institution. It's for a director so I just thought that they would more than an aptitude and interest!

Een technische opleiding hebben gevolgd of op andere wijze blijk geven van een technische aanleg of belangstelling.

hebben You are forgetting to translate the word 'hebben'. The candidate must have followed or completed a technical education or otherwise show evidence of technical abilities/skills and interest.

The Dutch 'aanleg hebben' can be used in a broad sense. It expresses any useful involvement with the topic.
