unfortunately I can't help you with the English term, but here's a German website which shows the German "Feuerwehrschlüssel", a standardized "key" used by all fire departments throughout Germany.

this is how it works in the Netherlands:
When fire fighters have to enter a building, their commmander is provided with a set of keys, which he or his subordinates can use on all different kinds of locks. If a central heating (i.e. a theatre) is omitting more than the average levels of Carbon Monoxide (CO), the commander has the master key to turn off the central heating sytem used. It's the commander's choice who will turn off the system, the key has been provided (in most cases by the janitor)
