Abstract:
Over the past few decades, the number of nonindustrial private forest landowners in the United States has been increasing while the average size of parcels has been decreasing. This trend is often referred to as forest parcelization. This article reviews the causes of parcelization suggested in the existing literature and attempts to provide some empirical evidence concerning their validity.

This is a case where can't translate word for word and where you need to know the target audience, i.e. UK or North America. In the UK "allotment" now means a plot of land allocated to local residents for the cultivation of fruit & vegetables. The term used in the building industry is "plot". When you build on a plot you develop it. And, before you develop it you need planning permission (in NA you need a building permit).
