I don't know how this could be translated into English. I tried parcelling permit/authorization, but there are very few hits on google. Tried also allotment.

This trend is often referred to as forest parcelization. planning permission to develop the plot for these four...

This is a case where can't translate word for word and where you need to know the target audience, i.e. UK or North America. In the UK "allotment" now means a plot of land allocated to local residents for the cultivation of fruit & vegetables. The term used in the building industry is "plot". When you build on a plot you develop it. And, before you develop it you need planning permission (in NA you need a building permit).
