I'm not sure whether I'm reading the "als van Exploitant" bit correctly in the paragraph above. (See the last line for this bit.)
Does the "als van Exploitant" bit refer back to "vergunning van Verhuurder", therefore meaning that the Exploitant has to prevent the cancellation of a permit that has been granted to the Verhuurder OR to the Exploitant?
Not sure if I'm making myself clear, but any help with what the "als van exploitant" bit means would be greatly appreciated.

as you say - it is the operator's duty to prevent a situation that would lead to any of the Lessor's permits, or of the operator's permits concerning the plot/site/parcel of land being withdrawn

The lessee must prevent that a situation arises or will arise, in which any (government) permits relating to the premises held by the lessor, are cancelled as a consequence. I'll be interested to see the take in this from our colleagues.
